PURPOSE
To develop a methodology that can be used to as a model
for establishing rates for Medicaid Waiver clients living
in RCACs. The method should be (1) mutually acceptable to
providers and purchasers of services, (2) generate rates that
provide adequate reimbursement for providers and value for
the county human service agencies as purchasers of service
for MA Waiver clients, and (3) and clearly identify cost components
which can be reimbursed by the MA Waiver.
PROJECT DESCRIPTION
Grant funds will be used to hire a consultant to develop
a rate setting model for counties and providers to use in
negotiating rates for MA Waiver clients living in RCACs. The
role of the work group is to:
- Identify issues and concerns for the consultant to address
in developing the methodology;
- Identify requirements specific to each of the stakeholder
groups;
- Assist in the selection of a consultant
- Review the consultant’s work and recommend revisions as
needed; and
- Share information about the model with the organizations
and interests that work group members represent.
PROPOSED MEMBERSHIP
For this work group we will need a balanced representation
from both the RCAC industry and the state and county agencies
which administer the MA Waiver programs and purchase services
for Waiver participants. Membership should include people
with financial expertise, program knowledge, and experience
in public-private sector contracting, including:
- County human service department staff
- RCAC providers
- State fiscal management staff with knowledge of state
and federal contracting and audit requirements
- State MA Waiver program staff
- Trade association representatives
- Others, as needed by the group
