Work Groups: Affordable Assisted Living Demonstration

PURPOSE

In a demonstration, to offer the captured lessons from existing resources for the new and emerging affordable assisted living market; to help advance and link the industry with low and moderate income elderly and with the developer/operator; to be able to maximize lessons learned for potential replication. Also to suggest guidelines for and serve as a resource in selection of any demonstration projects.

PROJECT DESCRIPTION

One or more demonstrations will be selected for each of the three years of the grant. While the demonstrations will be eligible for predevelopment loans (if not for profit entities) and technical support from RWJF, long term financing and program support must come from existing resources. Because of the timing of RWJF grant award relative to funding cycles for some of the key financing sources in Wisconsin, especially the low income housing tax credit, selection of the initial demonstration(s) will most likely be limited to proposals already in the pipeline. For future funding cycles, we may solicit applications in advance.

The first task of the work group will be to identify lessons we want to learn from the demonstrations and recommend guidelines for the demonstrations. These will be used in negotiating with potential initial demonstration developers and to provide a basis for selecting any future demonstrations. The work group will serve as a resource for both the negotiation and selection process. The work group will also be asked to review progress of the demonstrations and provide feedback throughout the term of the grant.
