PURPOSE
To develop an easy to understand model contract that can
be used by county human service departments and Family Care
pilots throughout the state when purchasing RCAC care for
Medicaid Waiver or Family Care clients
PROJECT DESCRIPTION
Grant funds will be used to hire a consultant to develop
the model contract document. The work group's role will be
to provide direction to the consultant and ensure that the
result is something that meets the needs of all parties and
will actually facilitate the public-private contracting process.
Both providers and county human service departments have
expressed frustration with the current "model contract" that
is widely used in contracting for community based residential
facility (CBRF) services paid for by COP and the Medicaid
Waivers. We need a contract format that is shorter, simpler
and more accurately reflects facility costs, while still meeting
federal and state contracting requirements. The contract should
also be compatible with the cost allocation and rate setting
method that is being developed as a separate component of
the affordable assisted living initiative.
