EXPECTATIONS
Of Affordable Assisted Living Demonstrations

|
- Develop an affordable assisted living facility
- Locate in a rural or small community strongly preferred
(RWJF expectation)
- Demonstration to be a certified RCAC
- Assure that units are available and affordable to persons
on Medical Assistance and willing to lease apartments to
MA Waiver or Family Care clients
- Set aside at least 20% of the units for households at
or below 50% county median income or 40% of the units for
households at or below 60% county median income (similar
criteria to what is required for tax-exempt bond financing
and for the Wisconsin Affordable/Low-Income Housing Tax
credit program).
- Design services and staffing levels to accommodate people
with relatively high care needs, including people whose
functional needs would qualify them for the COP or CIP II
Waiver or Family Care (i.e., who meet criteria for admission
to a nursing home)
- Willing to negotiate rates with the county human service
department or Family Care care management organization.
- Willing to coordinate with the county aging unit and
other providers of elderly services in the local community
- Design the physical plant to be accessible to and appropriate
for a frail population
- Work with RWJF grant directors to identify issues about
the demonstration and willing to collect or provide data
and/or provide best practice examples
- Collect and provide RWJF grant directors with access
to data on development, operating, and service expenses
and other agreed-upon topics related to best practices in
affordable assisted living
- Willing to share information, ideas, and experience with
the public
- Willing to participate in training conferences as a case
study on affordable assisted living
